In 1920, Government of Canada moved the community of that of 125 members of Mikmaq to a location that was less desirable. This reserve was known as Membertou and the infrastructure in this place was built by that of the Department of Indian Affairs. It helped in supporting the growing community of Membertou. With the growing economic success of Membertou, there were many members who voiced their problems. They felt that the social along with the cultural needs pertaining to the community was being neglected. The chief along with the council should take some necessary steps so that the community members feel more engaged within the process of decision making. Community connectedness can help in resolving many of the problems and so the chief should focus on these aspects in order to solve the grievances of the people (Tomkinson, 2017) The older people within the community wanted a centre for that of the seniors whereas on the other hand the young people felt they needed a youth cen tre. A weekly meeting held with the chief with each of the three segments of the population- young, middle and the old aged group can help in the redressal of their problems. These meetings should be held separately with each of the three segment of the population and their demands should be heard of separately (Leigh Blakely, 2016) They can express their individual point of views during the course of the meeting. The chief and the Council can take steps to form the Citizens Advisory Group. Citizens Advisory Group can be formed that can advise the administration regarding different kinds of issues of interest pertaining to the citizens. This can help in increasing transparency of the work and create positive circumstances that can build trust in the administration. Technical expertise in relation to the citizens can then be put forward that can help in supporting the decisions of chief along with that of Council (Berman, 2015) This can help in smoothening the relationship between that of the local people along with that of the people involved in the administrative process. This can lead to the improvement in the conditions of the people and provide them with mental satisfaction. 2. The community planning can be done by the chief and the council by the help of creation of an Action Plan. The objectives should be prioritized at the outset that can help in the process of development of the Action Plan. The resources that will be needed for the Action Plan should be set forward in the beginning appropriate budget should be set aside for the successful implementation of the Action Plan. The community planning can be carried out with the help of Public-private partnership with the help of which local government join the hands with that of the business sector (Porter Kramer, 2019). They can then implement specific kind of the activity that can be of mutual benefit. The joint activities can be funded with the help of the business sector of Membertou. Involving the citizens within that of the partnership can help in the creation of opportunities that can assist in the process of decision making (Berman, 2015) The participation of the citizens will require the fact that they are motivated. Driving force in relation to the process should be derived from that of the citizens. The barriers can be overcome with the help of public education along with training. Adequate amount of information sharing can help in developing the communication system that can balance expectations pertaining to all the stakeholders (Isaac King, 2016). Culture pertaining to participation where the individuals take effective part within the community can help in the process of developing the communication system. Focus Groups can prove to be an effective way that allows the participants in questioning each other. It also helps in the process of elaborating on the answers. This method proves to be effective when there exists knowledge gap between that of the target audience. 3. The chief of Membertou can adopt the theory of transformational leadership. By making use of this theory, a leader can interact with that of other people by virtue of which he is able to create a solid leadership. It can result in high percentage of the element of trust and can increase motivation in the people. Essence pertaining to transformational theory is that it can help the leader in transforming the follower with the help of their charismatic personality. The chief can adopt this theory in Membertou that can help the people in voicing their concerns. It was found that the chief along with the Council of Membertou was neglecting the cultural need pertaining to the community. Some people within that of the community was feeling neglected and hence the chief of Membertou can adopt the approach of transformational leadership so that it can help the people in the community. A transformational leader can stimulate other people on the intellectual level (Banks et al., 2016) The c hief of Membertou adopting the transformational theory can help in encouraging people in identifying the areas in which Membertou lags behind. This theory can help the people of Membertou in the process of challenging their intellect that can give rise to suitable new developments. The chief in order to enact the form of transformational leadership should be present in the weekly meetings that can help them in knowing the problems that the common people of Membertou are facing. The chief should take an active role in relation to the Action Plan and can implement such steps that can alleviate the misery of the people of Membertou. Membertou band council is a group that is selected by the community and the chief should be present in that of the council that can help him in managing the business of that of Membertou.
